Something somewhat like this could be done with TDX. Except you'd have to
duck (or jump) and everything that intersected the plane the TDX blew in
(perpendicular to gravity) would like as not be sawed in half. You could
chop the heels off everyone's boots, knock down furniture, and punch out a
row of bricks on either side (leading to partial collapse of the walls). If
you detonated it high, you could smash lights, windows, etc. At waist or
neck level, well.... let's just say the results would be grizzly. Whether it
could be crystalized into a clear substance is up to the GM.

Gravitationally polarized explosives offer lots of possibilities.
