Actually, it wasn't that low budget. It's just that the fols 
producing it didn't care.

Harlan's original concept was that the two guys and the gal would be 
wandering thru the ship trying to find the control room/bridge so 
they could change course.

The producer instead decided to have them find the bridge in the 
*first episode*, discover it was broken and they go looking for the 
backup bridge.

The number of problems with this are many. Including "and there's 
nothing telling you where the backup is?"

Dumbest plot concept until V and the "We're here to steal your water" 
bit.
