Incidently TNE ships can not hover on contra-grav (one of the technologies
that diverged). According to FF&S1 this just neutralises 99% of the planets
gravity vector. A seperate thrust agency is required. 

One advantage of water landing freighters is that with less expense being
incurred a normal sea port could be used as a starport. The sea port will
already have the infrastrucure in place to get the goods and passengers to
and from the ships at the port.
